Place a block to prevent eye contact of the villager and the zombie. Then wait for one whole minecraft day.It should work after you remove the block. They probably need to become scared to spawn the new golem, not be scared all the time. Use some mechanism showing and hiding zombie once in a while.
This article covers curing zombie villagers. Zombie villagers have a 5% chance to spawn in place of a regular zombie and can also spawn if a zombie kills a regular villager, depending on the difficulty level. (0% on Easy, 50% on Normal, and 100% on Hard) You can also spawn zombie villagers via commands or using a spawn egg. A villager and a zombie villager always spawn inside an igloo basement
Witches do not naturally spawn, and can be spawned only in Creative mode using spawn eggs. Witches use splash potions, such as Poison, Weakness, Harming, and Slowness, to fight the player. The only way for villagers to turn to zombies is to be attacked by a zombie, and then can infect the rest afterwards. Keep in mind this counts for baby zombies, so one block gaps are still an issue. OK Thanks. I will make it a smaller area and keep adding torches.
The spawning files within the mod can be edited via Datapack.
